Every single one of those polynomials factors.  When factored, your expression looks like this: [tex] \frac{(3x-7)(x+3)}{x+3)(x-2)} * \frac{(2x+7)(x+9)}{(3x-7)(2x+7)} [/tex].  When you cancel the like factors out, what you're left with is this: [tex] \frac{1x+9}{1x-2} [/tex].  That means that b = 9, c = 1, and d = -2
