Tech A says that when a fuse has blown, it just has to be replaced, because it performed its job. Tech B says that when a fuse has blown, the circuit has to be diagnosed because the fuse was probably not the problem. Who is correct

you should also always replace that fuse its there to stop a harmful amount of voltage to said thing like a starter or a a fan
