"Per pound" means you need to figure out how many dollars per pound the chocolate cost.  

"dollars per pounds" means [tex]\dfrac{\text{cost, in dollars}}{\text{weight, in pounds}}[/tex].

Divide the cost by the weight and you'll have your answer.
