Why did ratification of the Thirteenth Amendment actually increase the voting strength of the
Southern states?

A- Freed Black men could now be counted as 3/5 instead of 1/5 for representation purposes.

B- Since enslaved people were now free, they would be allowed to vote.

C- Although there were now no enslaved people, the freed Blacks would always vote as Southerners
since that is how they were raised.

D- Many freed Black men moved back to the South to become landowners so they could vote.

E- Since there were now no enslaved people, the freed Blacks would all be counted for purposes of
representation. As a result, there would be a large number of new Southern Congressmen.
