Im going to use my knowledge now and take and educated guess: Some countries are against reducing the carbon dioxide emissions by their industries because they don’t want to spend more money and time on finding alternative ways of production, and because if they do find an alternate way of production they would be putting a lot of people out of work, creating an increase in the unemployment in their country.
