The outline on the left has parallel structure because all of the items in the outline are written in the same grammatical structure: adjective noun. The outline on the right is not the answer. The grammatical structure switches back and forth from adjective noun to complete sentence. Parallel structure means that everything in a list is written with the same grammatical structure.
