It does now, mix French and Arabic mainly since the 80's......
Raï is quite popular in France.

But at the beginning, in the 20's  "Raï" was a popular Algerian music.
The after Algerian independence, it became more "pop" and in the "80's", kind of a "world music" as reggae.....
It has always been submit to censorship in Algeria because of the lyrics, the government even tryied to ban Raï without success...
